a)  A relation R on S is called symmetric if (x,y) belongs to R whenever (y,x) belongs to R, for all x,y belongs to S. 

here you can see that,


(1,9) belongs to R whenever (9,1) belongs to R. It is true for all numbers from 1 to 10.

so, Its a symmetric relation.
