Calculating difference betweena negative percentage and a positive percentage (Probability)

Calculating probability between two numbers, you have to subtract the smaller number from the larger number. How about a positive and negative number?

For example:

we have -23.57% and 1.99%, how should I calculate the difference between -23.57% and 1.99%?

Would it be 1.99 - -23.57=25.56%

or change the negative number to positive and then it would be this?:

23.57-1.99=21.58%?
